The national plan directs Israel’s extremely high population density and development pressures, while conserving open spaces and areas of unique environmental and historical sensitivity. Five types of textures are defined, each with its own characteristic relationship between building and open spaces. Densification is based on future public transport layout, to minimize suburbanisation, and reduce inequality between centre and periphery.
